FORMULATION, ADOPTION, AMENDMENT OF POLICIES

Written proposals for new or revised policies, rules or regulations or by-laws shall become policy only after appropriate study, deliberation and formal action on the part of the Board of Education. Action on policies, rules and regulations and by-laws is to be recorded in the minutes of the school district.

New policies, rules, and regulations or by-laws, or revisions thereto, are to be presented to the Board as a part of the agenda packet prior to a regular special meeting. After study on the part of the Board, and after the presentation of proposal at a regular or special meeting, the Board may at its discretion, adopt the proposal as policy or withhold action if modification or changes are required. Such revisions are to be brought back to the Board for further deliberation and for action as a subsequent meeting. Action taken on any written proposal for a new policy, rule or regulation or by-law, or revision thereto shall be upon a majority vote of the entire Board at a meeting in the call for which the proposal has been described in writing.

In the event that no other effective date is specified in the proposal, the effective date of the new policy shall be the date of the affirmative vote.

Where new policies, new rules and regulations, or revisions to existing policies or rules and regulations, occur through an established negotiation process, such proposals shall bear a footnote to that effect. Any time a negotiated proposal is presented to the Board, a copy of the proposal shall be transmitted to the recognized employee associations.

Consistent with law, the Board may waive sections of this policy when life, health or safety or pupils, employees or public require immediate action.
