When Board of Education is considering the suspension of Board policies and Board-adopted regulations, the Board shall thoroughly discuss the reasons for such suspension and may suspend only when such suspension is found to be absolutely necessary.

Proposals for the suspension of a policy, rule or regulation, by-law or portion thereof shall be subject to a majority vote of the entire Board at a meeting in the call for which the proposes suspension has been described in writing.
